Having failed twice to attract a willing developer partner, Three Rivers District Council has now decided to write off the costs spent to date in excess of £600,000, and apply for planning permission. But to whom will they be applying? Themselves? And why do they think this will make it any easier for them to find a developer partner?
Surely a better approach would be to find out WHY no-one wants to join them on this?
